Senegal: Report of the Council of Ministers Meeting Tuesday, April 9, 2024

The Council of Ministers met on Tuesday, April 09, 2024, at the Presidential Palace, under the chairmanship of the Head of State, His Excellency Mr. Bassirou Diomaye Diakhar FAYE. Many decisions were taken during this first council of ministers of the new president. Below is the full text of the decisions made.

At the beginning of his communication, the President of the Republic took the opportunity of this first Council of Ministers after his swearing-in on April 2, 2024, to express, once again, his infinite recognition and deep gratitude to the Senegalese people, who placed their trust in him, electing him in the first round with 54.28% of the votes cast.

This reflects the immense hope placed in the collective PROJECT defended for a United, Sovereign, Just, and Prosperous Senegal.

The Head of State, in this regard, welcomed the maturity of the Senegalese people and their manifest will to support a profound change; to accompany a transformation of the system at all levels of the country’s economic and social life.

The President of the Republic thanked and congratulated all his companions and supporters for the exceptional historic commitment, resilience, and courage that allowed this unprecedented change, won with so much struggle and sacrifice.

Thus, the Head of State congratulated Mr. Ousmane SONKO, appointed Prime Minister of Senegal. He praised his patriotic stance and his daily work to preserve the shared ideals to consolidate Senegal’s sovereignty and influence.

Furthermore, the President of the Republic congratulated the 25 ministers and 5 state secretaries, members of the Government of Results, appointed on April 05, 2024. The Head of State asked the Government to accelerate the intensive and coherent realization of the PROJECT by working with precision, diligence, method, and efficiency to satisfy the populations and the best interests of Senegal.

The President of the Republic insisted on the role, action, and responsibility of the Government, an institution that must always adhere to the rule of law and Pan-African values that nurture our society, given the growing impatience and demands of the population.

The Head of State specifically recalled the necessity to define and implement a policy inspired by the “PROJECT” OF SYSTEMIC TRANSFORMATION OF SENEGAL, outlined in five (5) major orientations. These should become the priority axes of governmental action. These are:

  1. Youth, education, training, entrepreneurship, and employment of young people and women;
  2. The fight against the high cost of living and increasing the purchasing power of households;
  3. The modernization of Justice, the protection of human rights, good governance, transparency, accountability, and the improvement of our democratic and electoral system;
  4. Economic sovereignty and the prosperity of Senegal, the optimal exploitation of natural resources, and the sustainable endogenous development of territories;
  5. The consolidation of national unity and solidarities in a strengthening of the country’s security, peace, and stability.

Therefore, the President of the Republic asked the Prime Minister, based on the PROJECT and the aforementioned presidential orientations, to finalize, before the end of April 2024, the Government’s Action Plan, with a precise schedule for achieving the set objectives.

In this perspective, the Head of State asked the Prime Minister to ensure the effective and rapid establishment of ministerial offices and to propose, for each ministry, a new rationalized organization and appointments that conform to the validated sectoral reforms and objectives. The President of the Republic also asked the Prime Minister to:

– Conduct a general review of programs and projects, human capital (audits of recruitments and human resources), and budgetary resources in each ministry;
– Make a general situation of public finance (in accordance with the Transparency Code in the management of public finances), international cooperation (the state of all signed financing agreements), and Public-Private Partnerships;
– Engage immediately, with the private sector (especially national), in the implementation of a bold policy to revive the national economy;
– Change the reference points for economic and social policy with the consecration of the PROJECT;
– Prepare the legislative and regulatory program of the Government based on texts and a proposed adoption schedule from each ministry.

Finally, the Head of State asked the Prime Minister to rethink the organization and functioning of the Administration and the parapublic sector; and to intensify the reform of the public service around the digitization of procedures and the digital transformation of structures.

The President of the Republic ordered the holding of a government seminar for global framing of state action, as well as the development of an innovative governmental communication strategy, based on anticipation, precision of messages, but especially on the appropriation of public policies by the populations, who must remain at the heart of the Government’s interventions.

In this regard, the Head of State invited the members of the Government to remain humble and sober, to cultivate listening and efficiency, in a spirit of collegiality and solidarity, to ensure the sustained realization of the PROJECT.

The President of the Republic also shared with the members of the Council the letter of orientations he addressed to the civil servants and agents of the Administration of Senegal.

Concluding his communication, the President of the Republic, on the eve of Korité, marking the end of the blessed month of Ramadan, extended his warm congratulations and best wishes to the Islamic Ummah. He prayed for a Senegal of Peace, solidarity, prosperity, and progress.

In his communication, the Prime Minister wanted to congratulate the Head of State for his brilliant election to the highest office of Senegal. He also thanked the President of the Republic for his trust in placing him at the helm of the Government and reiterated his ongoing commitment and that of the entire Government to work, under the authority of the President of the Republic, on the collective and sovereign PROJECT for the service of the Senegalese people and women.
