In Benin, President Patrice Talon’s government met on Wednesday, April 16, 2025, for its weekly Council of Ministers. At the conclusion of the meeting, several important decisions were announced. Below is a summary of the main outcomes of this government session.
I – Communications
I-1. Contracting for Phase 2 of the Urban and Regional Market Construction and Modernization Project, Kassoua-Allah Site, Commune of Ouaké
The Kassoua-Allah regional market in Ouaké stands out for its economic potential and strategic location in the northern part of the country. As such, it has been included among the 12 infrastructures planned for Phase 2 of the project.
Given its priority status, the Council approved the immediate launch of construction, pending completion of procedures for the other sites.
The relevant ministers are tasked with finalizing the necessary formalities ahead of the works.
I-2. Technical oversight mission for the reconstruction of the Hall of Arts and construction of a karting track in Cotonou
As these projects, aimed at enhancing Cotonou’s modernity and appeal, are set to begin soon, the Council approved contracts with specialized firms to carry out essential technical oversight.
The ministers responsible for Environment and Living Conditions, Economy, and Finance will ensure the proper execution of the services.
I-3. Feasibility study on careers in transport and logistics
Demand for skilled labor in these subsectors is rising in line with increased trade flows and the government’s ambition to turn the Cotonou Port and Airport into drivers of economic growth and regional/international hubs.
In addition to ongoing road infrastructure development, river transport must also be promoted to enhance urban and interurban mobility, including connections with neighboring countries.
A feasibility study will therefore be conducted to assess employment and training needs and to design appropriate training programs aligned with current technological advancements.
I-4. Approval of the 2025–2029 Strategic Plan of the Ministry of Living Environment and Transport, in charge of Sustainable Development
Based on a strategic assessment of the sector, this plan envisions that “by 2030, Benin will be a green country with a clean and attractive living environment and an economically efficient multimodal transport system.”
The vision is built around four strategic pillars: enhancing sector governance; increasing the attractiveness and competitiveness of human settlements; improving sustainable management of the environment and biodiversity; and improving transport infrastructure and services.
The plan consists of 12 strategic axes and five operational programs, broken down into 19 actions. With an estimated total cost of 5,617.285 billion CFA francs, it will be partially financed by domestic resources totaling 3,521.237 billion CFA francs.
I-5. Organization of a selection test for probationary assistants in public universities
To progressively meet the demand for teachers in public universities, a database of aspiring higher education teachers has been created.
Probationary assistants will be selected accordingly. In addition to the 276 already deployed between 2016 and 2018, their recruitment will help bolster teaching staff and address gaps caused by upcoming retirements.
